Presidential Directive on Detention Facilities
President Bush signed a directive granting the CIA the authority to set up detention facilities outside the United States and outlining interrogation methods that may be used against detainees. The CIA said it will withhold the document and file a new declaration explaining its legal basis for doing so. That declaration is expected before November 30. here Sen. Leahy, Judiciary Comm. chairman in the next Senate has sent a letter to the Justice Department requesting a copy. here
